Introduction and purpose Binh Khanh Resettlement Residential Project

November, 3/2009 Located at the core of Ho Chi Minh city with huge amount of land source, unique landscape and diversity in natural condition. Thu Thiem island has a great potential to become one of the most brightest urban area at Vietnam. After completing the study process of 1:2000 Detailed Plan by consultant Sasaki, The development in scale of 1:500 is essential for investment and construction process in next stage. The landuse demand is increasing day by day, residential area, commercial and service center. Therefore, resettlement residential project must be studied in this stage, to ensure the living condition for resettled people. Based on the practical condition, the need of development in future is required. BINH KHANH RESETTELEMENT RESIDENTIAL PROJECT(38.4ha) should be proceeded as important land mark area at gateway to Thu Thiem island. With 6200 units for living, combined with great open space and completed infra (Social, Technical) systems. This project shall be the best practice in the future.
The purpose of Urban Design Guidelines is to help understanding of concept and design plan for BINH KHANH RESETTELEMENT RESIDENTIAL PROJECT. Street and Open Space are one of the most important factors in Urban Masterplan. These are spaces for public, and as much as higher the quality of spaces, the city will be considered as good city. Therefore, the following ‘Urban Design Guidelines’ is consist of street design guidelines, open space design guidelines, and guidelines for each parcels. The goal of Urban Design Guidelines is as following; 1. Make walkable street for pedestrian 2. Provide various open space 3. Activate retail & community mall 4. Make living environment in high level, green and waterfront
Making a walkable street should be guaranteed for safeness of pedestrian and be also a good condition for gathering many people. Designed many good open spaces, provide diverse activities as a result. It could be expected revitalization of retail and community facilities. The concept is focused on the classification by design-logic on each part to be a good design in the future. Looking at the contents, the roads are classified into 29.2M, 24.1M and 22.6M road by each location and character. The road is consisted of Sidewalk, Traffic lane, Parking lane, Median and Planting strip as guidelie. Open Space Design Guidelines is separated to Green Network, Plaza and Waterfront. Green Network is composed of Green Axis, Central Park, and Green Court. Plaza is composed of Gate plaza, Town Core, and Market Plaza, Waterfront is composed of Central Lake Promenade in Central Park and East-West Riverside which is located East-North, South-west area. Architectural Design Guidelines provide standard outlines of construction density, gross building density, heights and stories for maximum etc., and also provide that of Primary School, Secondary School, Cultural Center, Management Office, Future Parking area , and Gas Station.
Presenting the goal of BINH KHANH RESETTELEMENT RESIDENTIAL PROJECT and guidelines for principal plan is a starting point to establish the developmental target for Urban Masterplan on this stage.
We are able to analysis that the existing social housing condition is poor in providing public facilities. Especially, shortage of open space for inhabitants and children to play is big problem. And retail plan without considering the environment of neighborhood results in vacancy of residence, then it means low quality of living.
Exterior space as well as unit itself is very important factor depending the quality of living. Suggest of various program considering the condition of existing site and residential area is essential part to make comfortable and enjoyable city space.
The success of BINH KHANH RESETTELEMENT RESIDENTIAL PROJECT will give effects to the neighborhood and entire Ho Chi Minh city and furthermore be a good example to improve the quality of living of Ho Chi Minh citizen. |
